About ANC Digest

A resource for Washington DC's Advisory Neighborhood Commissioners

DC has 345 Advisory Neighborhood Commissioners — each representing about 2,000 residents. They are grouped into Commissions which meet monthly, write “resolutions” to advise District agencies, testify at Council hearings, and are a key part of DC’s democratic structure. Yet most of their resolutions and testimonies are read or heard only in the moment by those to whom they are addressed, e.g. agency officials who receive the resolutions and Council members who attend a particular hearing.

The monthly Digests of these resolutions and testimonies and the accumulated database on this website are designed to make these Commissioner contributions more widely known and to assemble them so that they can serve as a resource for Commissioners, Council members, agency officials, and others who are working on these same subjects.

What This Site Does

ANC Digest is a searchable archive of ANC resolutions as well as Commissioner testimony before the DC Council — all from across the District. Every month, new resolutions and testimonies are added so you can track who is working on which issues. Note that this is not an official DC government site, but is a compilation of the specified DC government public documents.

  • New Commissioners — Get up to speed quickly on issues you are confronting by seeing how other Commissioners have dealt with similar challenges. Identify experienced Commissioners you can reach out to and ask for advice.

How It's Built

Each month, resolutions posted to the Mayor's ANC Resolutions Portal are reviewed, summarized using AI, and added to this database. Likewise, Council hearings are reviewed and testimonies by ANC Commissioners are added. In addition, resolutions adopted during all of the year 2025 have been added to the database. Summaries are provided for convenience — readers should consult the linked source documents for the authoritative text.

The monthly ANC Digest newsletter that includes the new resolutions and testimonies is distributed to approximately 460 recipients across the District. This website serves as the permanent, searchable home for all this content.

Digest Archive

All of the resolutions and testimonies in the database are searchable. In addition, each monthly digest is available as a published PDF as it was distributed to recipients. The 2025 resolutions are available only in the database and not in a PDF Digest format:
